ROI with Clay is good. He's earned everything he's been paid.
The current version of CMIII isn't the same OLB we have had the pleasure to watch all these years. Anyone thinking otherwise, I'm sorry, is in denial.
Matthews certainly has value. But anyone who's watched all-22 film on him, particularly against above average OT's sees a noticeable drop in his abilities the last 2 seasons vs his last quality season which was 2014.
Unfortunately, 2 key people who IMO ARE in denial would be Capers and MM. I can easily see them continuing to trot out Matthews at OLB in 2017 and pitting him against quality starting tackles, where he will continue to get walled off and washed. Then the inevitable shoulder sprain OR groin strain OR hip sprain OR stinger will pop up and once again, we will be looking at CMIII sidelined for X games.
What they should do, and probably won't, is put him inside. Far less wear and tear where he can shoot gaps, crossing blitzes, and run stunts. IMO he'd be far more productive there. At this stage in his career, Capers should also limit his reps much like they did with Peppers so Matthews isn't gassed or injured come playoffs. I'm not holding my breath on that either.
Would I love to be proven wrong? Sure. But the film doesn't lie and even just watching regular game TV film of him, you can see his skills have diminished. And they have been for awhile now.

If Clay finishes out his current deal GB will have paid Clay $78 million. If Von Miller finishes out his current deal he will earn $144 million. Both guys have 72 sacks today. Von has 2 less years in the league. He's never played inside LB either. Von was taken second overall in 2011. Clay was selected 26th.

Clay's lost a step as an edge rusher, but still a pretty damn football player and might best benefit the team as MLB. I can see that

I don't know about flourish, but most, including Clay himself, have admitted at inside it's simply less wear and tear on him vs placing him outside. IIRC, he did an interview in early 2016 where he said on the inside, it's not nearly as punishing to his body.
I don't take anything away from what he's accomplished since being here including his willingness to move inside, at the time, mostly because of injury. But he's also set to make 15M this season. I'd just like to see him used in the best way along with keeping him on the field.
I'm with PCkerboi, and I see additional benefits with moving him inside on some rushes. Confuse the O, keep them off balance. Something Dom seldom does.
I just want to know why a guy who grew up the son of a millionaire NFL football player speaks as if he grew-up next door to Eminen. 
Inside. More speed, more damage, able to shoot gaps and run down guys. He reads the play well inside and can better use his quickness. Outside he's a one-trick pony: speed rush against a guy with 50 lbs on him and get pushed past or stonewalled. Then get hurt.
To see Clay's impact you have to look at how the D as a whole unit does with CM on the field vs when he's on the sideline. Still greatly impacts the game because of the attention he draws, if nothing else.
Clay and Cobb suffer from the same issue- production doesn't match compensation in the eyes of many fans.

for linguistics. The belly fire seems to be there, but he's still lacking in steps, body language, YPC, fragility, position fit, and salary/performance equilibrium. Guy needs work...
