As someone said earlier, most of the defense look worse this year. With no crowd noise on the road, if you have an experienced QB you are much less likely to fool them because they can call out coverages and audible and the fact that they don't need to use a silent count makes a huge difference in getting a jump on the pass rush (not to mention hard counts). 

As frustrating as the defense appears at times, there is a different type of frustration from the Capers years. In many of the Capers losses, you'd see WRs and TEs (even pedestrian ones) running 10 yards free after broken coverages. You don't see that anywhere near as frequently. Instead, what we now see if that the Packers lack the defensive talent to make the plays that Pettine's scheme often puts them in place to make. No scheme is going to make up for the fact that the ILBs aren't very good and the interior DL is very weak behind Kenny Clark. 

Overall, the player development and improved chemistry has been remarkable,  on offense. They've gotten absolutely nothing from the 2020 draft class, made a major downgrade from Bulaga to Wagner, and been missing their best WR for half of the 3 games and yet the offense has improved dramatically.
