Players don't usually "shoot up" draft boards. They can go down due to off field crap but the boards are usually set in January/February.

Depends on what kind of board you're talking about. The draft boards people like us see on the internet have players bouncing all over the place, up down and sideways many times. The boards we don't see inside team's draft rooms, like you said are pretty much set before or shortly after the combine.
