My inference has nothing to do with the draft/players, but rather the constant bitching about Capers. If he's truly been that much of a liability for all these years, then it's up to MM to replace him. And if MM won't because he's loyal, then TT needs to step in. And if he chooses to do nothing, then shame on him.
