Not sure San Antonio is a good example to use for other smaller market teams. 

Them tanking one year and getting Duncan made them the dynasty they became.  That and having excellent (other) draft picks like Ginobili and Parker and of course they hit a home run on Kahwi Leonard later on who lead them to another title.   

OKC was on their way with Harden and Westbrook and Durant but couldn’t keep it all together.  Still, all drafted by OKC. 

Outside of Giannis the Bucks have had bad draft picks (think Alexander, Vaughn, Thon Maker, Henson) or shitty luck with injuries (Bogut, Parker, Sanders, Brogdon).  

Small market teams will not lure star players so they either have to draft them or trade for them - as the case of Bledsoe and Middleton.
