Cleveland might want to trade Joe T for #21 and a shot at Mosley or Carr.
I'd keep #21 and trade Matthews for Joe T and a 3rd or 4th. Im just not buying that Matthews can stay healthy anymore or be effective at the end of the season playing hurt like he has been.

Trade back with the Raiders and have them throw in Terrelle Pryor who wants out of Oakland along with a high draft pick. Packers convert Pryor to a WR or TE and he's a 3rd string QB if needed.

Then they should pick him at 5 if CLE doesn't take him at 4.
Yeah, Carr could be the second QB taken in May, after Bortles. It's going to be interesting to see where the QBs fall. If most of the teams in the early first try to trade back in to the end of the first it will get pricey also.
