Apparently when the ref flagged the bears for having 12 men on the field they made the correct call after the challenge.
It does not matter that the Bear player got off the field before the snap, 12 men on the field is a penalty as soon as a snap is imminent. What the ref did wrong is that he should of stop the play before it even started.

From the school of what if? I could see where this is a problem, the QB is gonna pass the ball or the play is gonna go that way, whats he gonna do let the play clock run down waiting for the guy to get out of the way or waste a TO?

Kinda like 12 men in the huddle on offense is an automatic penalty. Look for more quick snaps on plays like this, get the quick 5 yards
The rule as it stands now is this. If a Defense has 12 men on the field and a snap is immenent, they officials are to whistle the play dead. The play last night should have never happened.

It all came about after the Giants had 12 men on the field in the SB last year against NE with 44 secomds left. The Pat's ran a play the wasted 8 seconds. It cost NY 5 yards. In theory, NY could have put 25 guys on defense and lost 5 yards per play but eventually killed the clock. That's why the "immenent" rule was put in.

NY used the "injured player" rule during the season. They put 12 guys on the field to stop a hail mary because it would cost them 5 yards and blow 10 seconds. Can't fault them. That's using the rules in your favor.
