Lazard literally slowed down, turned around, and trotted backwards AFTER the ball was in the air... and that's on Rodgers?

What just happen is the equivalent of a receiver falling down mid route and the ball getting picked off... except this was Lazard giving up on the route on his own for no reason. Zero chance any quarterback in the league can anticipate that kind of douchebaggery from a receiver.

Why throw it to where the defender is? He would have a chance to make a play on the ball, break it up, whatever?

Because that's the route. Lazard had the angle to the sideline, coming all the way across the field. He makes the catch in front of the safety and continues out-of bounds, avoiding the big hit. .
