Well, he has a live arm at least.  Considering Ax was probably gone at the end of the year, this was a decent move (not decent being holding on to Ax and paying his salary the rest of the year).

The Cardinals will see if they can help new arrival John  Axford improve. If he doesn't, the Cards could non-tender him during the offseason, but if he does, he could be a "tremendous weapon" the St. Louis bullpen in 2014.

 

So, the Cards will try to help a new pitcher pitch better.  If he sucks, they non tender him, if he is awsum, he will be a "tremendous weapon. "
