I've read that it has been ready to go for a while and the Suns were about to pull the trigger (Crowder met with the Bucks last week). Then, the Kyrie Irving trade demand happened. What's really holding things up around the league right now isn't Kyrie, it's teams trying to figure out if Kevin Durant wants out now that Kyrie is gone. The Suns supposedly are holding onto Crowder so they can include him in a Durant deal if they need to (rumored to be some combination of Ayton, Mikal Bridges, Chris Paul, and Crowder).
