Do you mean the asset was at its lowest value when he traded it, because it did not appear 95% of the trades this year were selling guys at their lowest value. Aram probably, but two months ago would have been his true low point (though, I don't imagine anyone would have traded for him then). The Parra trade was certainly not selling low, he probably will never be more valuable than his is right now. Fiers was probably at his most valuable. Gomez would have been more valuable this past summer, but I don't think ownership would have been on board.
Or do you mean he undersold his guys? The talent that came back was significantly lower than the talent he gave up. I'm curious also how he sold a dollar for 50 cents 95% percent of the time.
Just to help you out, here is the history of Melvin trades.
I can tell you there are trades I did not like philosophically, but I don't think the value exchanged was out of line (for Broxton, for Parra, for Linebrink). The really bad trade would be Carlos Lee, but you knew that. There is a difference between getting a poor return and making a bad decision.
I'll even help you out more, here the Disciples of Uecker break down what they feel are the worst moves by Melvin. Surely if he has failed at nearly every trade, trades will show up like mad. This would also identify if the return was uneven or Melvin sold his guys at their lowest value, I'm still curious.
Of course, if Parra had not been traded you would be just as mad. If Parra came back down to earth the last couple months you'd be upset Melvin couldn't even pick up some sprite in a deadline deal. I understand the potential in the qualifying offer for Parra, but I'm also capable of looking at the risk (he might take the QA, draft picks are risky business, etc.)
Perhaps you could look at the past deadline in context? Here is an article grading out the prospects received. I will tell you, the team that I see that really got hosed was the Cardinals, paying a second tier prospect for a truly ****ty player (I'm sure Moss will completely find his stroke again as a Card though). That would be spending a buck fitty on 25 cents IMHO.
And lastly, I have not found a single picture of Davies with a pencil thin mustache, so the comparison to Pedro really has no merit at all.

Either way, I said nothing about the quality of the trade. I simply responded to your belief that small/light pitchers "will blow off the mound" by pointing to a shorter and virtually same weight pitcher that has been in the news of late, not comparing Davies performance or production to him, but simply his stature.

Parra has career highs in his slash line (again, for ignorant people such as yourself, that's BA/OBP/SLG/OPS), significantly above where he's ever been. By almost .200 in OPS. Never has shown anything near this offensive production.

Where I think most people have gripes with Melvin is with some of the FA moves or player extensions like Suppan and Bill Hall. In addition, some of their draft selections - especially pitching- have flat out sucked.
Not sure all the blame can be directed at Melvin but the greatest shortcoming of the Melvin regime is the ability- or inability- to draft and develop good pitchers. They have had a few like Gallardo but for as many draft selections and player acquisitions they should have been able to show a lot more for their efforts.
Yet over half of the wins this year come from homegrown guys. The organizational emphasis on pitching is somewhat paying off, even if producing and ace hasn't happened yet.
I didn't like the Loshe pick because I didn't think it would put us over the top and it cost a pick. Up until this year, Kyle has lived up to his contract though.
Didn't mind the Garza trade, but also not super excited. Still holding out hope he can bring something to the table next year for a deadline move.
Suppan is as bad a move as a GM can make. But he did have a great dinner with Mark A.

Mike Cameron was great in Milwaukee. A 3 WAR player for us. Clearly his K rate makes him suck balls, but his actual production as a baseball player was pretty good.
The 3 year extension for Turnbow did cripple the franchise. Just imagine all the other things they could have done with that 6.5 million dollars.
I always hated Jason Kendall because he simply did not produce as a major league catcher, but the guy never struck out. Surprised TD wasn't a huge fan.

Ultimately, I think it was a safer bet to trade Parra now. His absence helps drive the tank and the risk lies in 6+years of controllable pitching. Trading established vets for guys in the minors is always a risk, if the kid can pitch, the trade is a big win.
