From various sources...

NFL competition committee is proposing that replay judge be allowed to review turnovers, similar to scoring.

Committee proposes a change to the college rule for too many men on the field. Make it a dead-ball foul.

The Steelers have asked that the postseason overtime rule be used in the regular-season, too.

Another proposal is to move the trading deadline after the 8th week, two weeks later than currently in place.

Also, a proposal to have 90-man offseason/training camp rosters instead of 80. Would include unsigned draft picks.

Wow, there's a radical proposal to change injured reserve rules, where a player could come back later in the season

Another proposal: Concussed player would not count against roster and a fill-in could be added until injured player is healthy.

That's a huge proposal and a big win for teams if that goes through. Especially if they can get a roster exemption (temporarily) while that player heals.

Be interesting to see if that goes through.
What would be the point of a less-than-full-season I.R. if it didn't include a roster exemption? Teams currently have to use up a roster spot on injured players who may be able to return later in the season.
since i cannot attend, i'd like to discuss these matters with mark before the nfl owners meeting.

any way we can get a owners forum here where mark comes by to talk to his bosses?
At first glance, I'm in favor of all of the changes except for horse collar in the pocket. I think 9 times out of 10, that's the result of a D-Lineman being dragged to the ground himself and just trying to get a hand any where he can on the QB.

I also have to think that the page of Buddy Ryan's playbook with the "Polish Goal Line" defense that found its way online had to at least have played some small role in getting that conversation going. If so, that's awesome and is a change that probably should be made.
Totally agree. They can still make "flagrant" PI a spot foul to avoid muggings when a DB is whipped. I know that's too big of a judgement call for some, but we'd be no worse off than we are now if refs leaned more toward flagrant.

No. In most cases, the ball would have been caught for the yardage. Don't change it.
Fix the damn catch rule in the endzone. I also think the ability to catch the ball while it is touching the ground is dumb. It makes no sense that you can have a completed catch but the ball hit the ground.
The current injured reserve rules are idiotic. If a guy gets injured in week two, what is the logic behind not allowing him to come back 12 weeks later? As long as they place a minimum number of weeks a guy has to remain inactive to prevent abuse, they absolutely should change that rule.

PALM BEACH, Fla. (AP) -- NFL owners have passed the playoff overtime rule for the regular season.

All games that go to overtime now can't end on a field goal on the first possession. The opposing team must get one series, and if it also kicks a field goal, the extra period continues.

Owners also have given the replay official permission to review turnovers just as he reviews all scoring plays.

Other rules changes: a team will lose a down for illegally kicking a loose ball; too many men on the field becomes a dead ball foul; and a player receiving a crackback block is now considered a defenseless player and will result in a 15-yard penalty.

have to admit, I need a for instance with this one. what the heck are they getting at? I can't conjure up the situation.
I'm guessing this means offensive player kicks a live loose ball out of bounds to keep a defender from recovering. Can't say I've ever seen that situation in a game, but I can see why it would be discouraged.

I thought there was a proposal to have the replay official handle all challenges? Was that not officially presented?
