I was watching Mike and Mike as well. They did say Goodell could change the outcome of the game especially since it was the last play of the game and there would have been nothing else that could have determined the game had it been called an INT.

The refs are representatives of the league, empowered to enforce the rules as if Goodell were calling the games himself. To change the call after the fact has never been done before. That is why it won't happen, but another added bonus, is that it would further undermine Goodell's bargaining position with the referee union.
Only thing that brings change is the NFL losing more money than whatever it is they are grousing over the refs union about.

There was a game last year where Finley caught a pass in the EZ, took 3 steps, his knee hit, his elbow hit and then he landed on his arse. Only then did the ball pop out and they ruled it an incomplete pass.
