Actually, I think it is a card...they just put scraps of game worn jerseys on them to make them more valuable.

It's absolutely a card. I have several Packer cards with game used swatches. In fact, I have a Donald Driver from that same series.

The most expensive cards are ones with the piece of game memorabilia, and a certified on card autograph. Those can fetch some bucks. When you get cards with "cut autos" (certified autos from long gone players on bank checks, letters, legal documents) and cut jerseys, like Joe DiMaggio, for example, they can fetch a lot of $$.
