I'll be surprised if this approach with cutler doesn't land him on IR before mid-season if they actually follow thru with it...

IMO, by doing this they are actually trying to protect him more. I suspect they don't want to make him into some wildcat QB, just move him around and outside the pocket. Kinda like they do with the QB straight north of them.
Moving him out of the pocket sounds good, but he still has to make the right read and get rid of the ball quickly. If he does not read and react correctly/quickly, he becomes a sitting duck out there for quick DE's and blitzing LB's or S's.
When you are rolling your QB out of the pocket and away from pressure, yes one way you can look at that is that you have an athletic QB and you want to use his talents to throw on the run.

Another way is realizing your OL sucks, can't protect the QB, and you're rolling him out to prevent him from getting ass planted.

Have to wonder if Bates is realizing what kind of OL he'll have in 2012 (including how well Carimi will do coming off injury) and so he's framing this "mobile" Cutler in a way that he doesn't have to admit he has an OL that can't allow Cutler to stay in the pocket.

And a 3rd way to look at it ... the OCoord better not make it a tendency because even though Vajayjay has "an arm of a lifetime" , DCoord's are gonna be all over that. Routes can be taken away and his choices become very limited side to side when you see the side he is moving to, MVick he is not.
Marshall may help here but Defense's lick chops when tendencies are viewed.

Sure ARod moves around, but its a tad more random than called rolls.

IMO, gonna be interesting to see how it unfolds.
