Also, if he clears waivers, then his contract is voided and he's a free agent, right?

Babin shouldn't be subject to waivers. As a vested veteran (more than 4 years NFL experience), he should instantly become a free agent. That would mean that his former salary has no direct bearing on what he could be acquired for.

Not sure, but I think all veterans cut after a certain date have to go through waivers.
