If a team "wins" their division after finishing 7-9 or worse, they should lose their playoff spot to a team with a winning record. An example of this in action would have been the 10-6 Buccaneers or 10-6 Giants taking a playoff spot instead of the 7-9 Seahawks back in 2010. That's all that would need to be done to fix this problem. I know the Seahawks won a wild card game, but it was a joke to see them make it in. The importance of division games and titles would be preserved, and the playoffs would be improved. If they completely scrapped the current playoff format, then divisional games would become meaningless.

8-8 should be the cutoff point. It's somewhat plausible that a decent team could finish 8-8 due to key injuries/bad luck. 7-9? Not so much. However, if a team like the Falcons or Saints does manage to host a playoff game after going 6-10, I won't be crying if they manage to score an upset against the Lions. In fact, I'd laugh, a lot.

No, a division winner with a losing record should not be booted from the playoffs.  Regardless of how you look at it, that would devalue divisions and division games.  A division winner with a losing record, IMHO, should forfeit its playoff home game and have to go play a wildcard team with a far better record on the road.
