Like he did halfway through camp last summer, McCarthy is expected to virtually eliminate the night practices that were so popular among fans.

“If we play in the New York game, it’s going to affect the way we go about training camp,” McCarthy said. “It will most likely be different than any one we’ve ever had because there’s a number of things that being young this long you learn that maybe we can do a better job with more time allocated to the younger players throughout camp.

“It’s going to be different, I can tell you that.”

But Thompson is no fan of the night practices, either. When asked if likes them, he said: “No comment” and then joked that he likes to go to bed early.continue
Past the click Rob Demovsky reports on when the Packers off-season program begins and how it's different from years past. There's also more quotes from MM discussing changes to his QB school and how the new CBA rules are affecting Tim Masthay and Mason Crosby specifically.

Can the Packers host additional practices and actually play with footballs if the Packers players agree to it, or is it totally forbidden by the new CBA ?
Not sure this answers your question but it's interesting none the less:

And, under the new CBA:

Manning can organize workouts on his own with his new teammates until April 16. Those workouts cannot take place at the Broncos' Dove Valley complex and cannot be supervised by any member of the coaching staff.

Manning cannot use the practice fields at Dove Valley under the supervision or instruction of the coaching staff until May 2.

He can throw with the team's medical and training staff as part of his recovery from neck surgery. But those throwing sessions cannot include any Broncos receivers under contract with the team, until April 16.

Manning can get a playbook for "voluntary study," but the playbook must have been available to any other player on the roster as well. However, with any playbook the Broncos would have given to Manning, the team cannot include any additional coaching materials, and the coaches cannot answer any of his questions until April 16. continue
MM says:

McCarthy said he will still hold quarterback school, but he noted: “We’re going to follow the rules. I don’t ever want to get in trouble, especially this year.”

This year? MM must have big plans.
That is so totally goofy that they aren't allowed to touch a football while at the team's facility. My roomate in college was a kicker who tried out for several pro teams, he practiced kicking virtually every day from the time he was a freshman. (I spent half my college years holding and shagging balls, the other half drinking) It is like telling a golfer he isn't allowed to hit golf balls while at the course or range. That is totally whacked.
