Flag football. I think I last played that in 7th grade.
It's hard enough to maintain interest and excitement in 'regular' football, much less a "skills competition".
If the players are too good to play the game as was intended, I'm too good to watch. They might as well play Madden against each other.

Last time I watched Reggie and Brett were playing in it (and haven't missed it at all).
There's 'watching' and then just having it on while you're computing or doing other things.
IMO, it's just another chance for someone to get injured. Baseball has a much better format for their All Star week, with the Home Run Derby and the actual game meaning something(the winning League gets home field advantage in the Series). Make the NFL Pro Bowl an honorary thing. No game, just recognition. But that is not what the League wants. So it goes.
