The Steelers are another team that never signs big ticket free agents, and I'd say they've also won enough games over the years. The Ravens are another perennial playoff team that is rarely active in free agency. Teams like the Jets, Eagles and Cowboys that make a big splash every year are boom or bust franchises, they're always in the playoffs one year, and out the next.
I would look no further than the Redskins and their activity in FA. They have probably spent 5X as much as everyone else with basically nothing to show for it. In ROTTT I trust
Redskins wanted to make it appear they're trying to build a tema that RGIII will be happy playing on.
