Yes, but burning timeouts sets up a situation where they will burn at least 1:25 seconds even if they don't get a first down.
Best case scenario is that they'll get the ball back down 4 with 30 seconds left and have to go 75 yards for a TD with no timeouts left.
That decision by Montgomery was a TJ Rubley-level decision. The risk-reward for bringing that out was some high it didn't make any sense.

I'm guessing he was not told to bring that out. They probably thought he was smart enough to know not to bring it out from 3 yards deep.
One of the smartest kids on this team makes two stupid gaffes and the game is lost. Cannot piss such a game away given the schedule. I feel terrible for Ty but mf you can't do that crap.
