According to the CBA, "Phase One" of the program (the first two weeks) are limited to "strength and conditioning and physical rehabilitation." Only strength and conditioning coaches are allowed on the field or to even watch workouts. No footballs are allowed, except for QBs throwing to uncovered WRs. And no helmets may be worn.

"Phase Two" of the offseason program (Weeks 3-5) is when all the coaches can take the field, but only individual drills and "perfect play" drills are allowed (no offense vs. defense plays, including on special teams). No live contact is allowed, so no one-on-one line drills, no contact between receivers and DBs. Players are still not allowed to wear their helmets.

"Phase Three" (Weeks 6-9) is where the fun starts. Teams can have 10 OTA days during these weeks -- up to 3 per week in the first two weeks, up to 4 per week in the second two weeks. They can also hold a mandatory mini-camp that doesn't count as "OTA days" (organized team activity). There's still no live contact, no one-on-one offense vs. defense drills, etc. Teams can run full special teams drills, but not with contact. Players can now wear their helmets, but no pads or shells.

It's always tough to know just how hard guys really work in the off-season. But one guy I'd like to see work real hard in the off-season is B.J. Raji. He's way way way too talented to continue to play as poorly as he did last year. In 2010 he was tremendous (though Diggr might not think so), in 2011, not so much.

I just wonder if he may have spent most of last off-season basking in the Super Bowl limelight than working to get ready for the season. If that were the case, it's understandable. He's human and with the lockout there was nobody that was monitoring these guys making sure their conditioning was where it needed to be.

Who knows, maybe he really did work hard and other circumstances (i.e. loss of Cullen Jenkins) led to his downfall. One way or another, he's got to step it up this year or he's not going to be in line for a big payday anytime soon. I just hope that he really does work as hard as he can, because I just think he's too talented to be as bad as he was last year. I'd like to see a return of the 2010 version of Raji.

With all this regulation of drilling, you'd think the Federal government was running the show.
