They have a GM who will use free agency to actually try to fill all their holes, not just a couple and brag about finally doing something again. It's not as if the ones he does bring in aren't productive, but he leaves spots with no depth behind marginal starters.

Not just free agency.

When Darrisaw went out with an ACL, the Queens GM shipped a 4th rounder to Jax for LT Cam Robinson -- the guy who is making LVN look like a wasted 1st round pick (through 32.5 games) and Gary look like the most overpaid edge rusher in the NFL.

Oh, and he aslo traded for Hockenson and backup RB Cam Akers (twice).

Only in GB is trading FOR players prohibited.

Brewers and Packers have some similarities. Both want to be moderate contenders every year without ever really go all out to win any single year.
