I have always thought of Murphy as being the representative of the Packers for league business purposes. I didn't even think of him as being the one to make these decisions solely, just to relay the vote as determined by the FO structure.
Same thing for the Titletown project; not making any decision, just representing the team when dealing with investors, the City, and so forth.

Now I wonder if he was tasked with more responsibilities from the Board to take a more direct supervision role. And I'm not sure he's the best man for that job.
Yeah, he was a player, but how is his scouting acumen? He's never been involved with player acquisition, salary cap management, the HC, or the nuts-and-bolts operations while with the Packers (as far as I know).
