The way I read that is the kicking team shouldn't be able to intentionally grab or hit the ball until it hits the ground. He still had a chance of catching it on the dive,  therefore it's interference.

The word "reasonable" is of course subjective... but you have a reasonable chance of catching the ball before any sort of muff happens, but this rule specifies you still have an opportunity to catch the muffed ball.

Cobb had two chances to secure the ball then it fell to the ground. That's the end of that rule.
