That Perry fine is pretty shocking. The language of the rule allows you to call almost anything, but that sort of fine should be reserved for something pretty flagrant, and it's not even close to being there.
I'm sure the league give some sort of rationale to the player, I can only assume they must have felt he launched himself (as only a 270 pound man can) into Luck.

For 15 years, Greene put together a potential Hall of Fame resume getting after the quarterback. Now, the game is trickier.
âI think itâs unfortunate for todayâs pass-rusher because a lot of times we know the rules, but the game moves at such a high, energetic, physical tempo and a lot of these hits are totally accidental â not malicious,â Greene said. âPeople are trying to control an accident. You cannot control an accident. You can control malicious (hits). I understand fining people for malicious (hits), but you canât control accidents - hence the world accident. Itâs like a car wreck. No one wants to be in a car wreck. I donât know a lot of people who want to maliciously wreck the car. Itâs an accident. They are trying to control an accident, which is an uncontrollable occurrence.
