I think it might be cultural or by population density.  Maybe in a small town it works.  In a big city, there's too many jerks?  I don't know.  It would be nice to sit and watch the munchkins play ball while sipping a beer.  But out here it would never happen.  They couldn't afford the insurance in order to obtain a license.
