If in fact, it will not be known until mid July whether is knee is even capable of holding up in TC much less an NFL season, the Packers need to move on and cut him.
I think the only thing that matters between now and July is the cap space.
The Packers can re-structure this week and then if he doesn't respond, cut him in August with no negative hits to the salary cap. Easy peasy

Gute said over & over he wants competition in every room. So who is providing competition for Rasheed Walker ? Right now, nobody. 
Packers need another OT regardless of Dave's timeline. And even if Bakh is cleared and he plays at an elite level, GB will likely practice load management. That means Walker and draftees are getting lots of reps to refine their craft
