It depends.
If MLF was caught completely off-guard by this, then it's surprising.
A plausible explanation for this is that Gutey communicated to MLF that they were going to ask Jones to take a pay cut to 5 million because they decided he wasn't going to play with a 17 million dollar cap hit. MLF may have figured they'd work something out since indications where that it was moving towards that, and then was surprised that Jones didn't come to an agreement on the paycut.

What I would guess happened is that Jones was leaning towards accepting the paycut earlier in the process, but then Rosenhaus (his agent) reached out confidentially to some other teams to get an idea of what Jones would get on the open market. When he heard from the Vikings (indirectly, of course, since no one would ever tamper in the NFL) what they'd offer, he told Jones to turn down the Packers renegotiation. If Rosenhaus would have heard that Jones would be looking at 3-4 million a year on the open market, he'd still be a Packer.
I would bet MLF knew what was going on the whole time and was just surprised by the outcome. I also highly doubt they signed Jacobs without MLF at least having a chance to weigh on in whether he'd be a good fit.
