Why call it a ploy? Stafford wasn’t being sneaky or dishonest. The Rams let him talk to other teams to find out his market value. The Raiders surely knew landing Stafford was a long shot but they decided to kick the tires anyway.

Where did it was sneaky or dishones? It was a plan that worked. He didn’t want to leave, he wanted a better deal and used the threat of leaving to get it. Business 101.
