I would get rid of the franchise tag and replace it with some version of the Supermax contract like they have in the NBA.  The team that drafted you could extend you x % above what another team could but maybe modify it so you could exceed the cap by doing so (one player only).  

It would then allow a generational talent to stay put and not just automatically bail for greener pastures.

A luxury tax wouldn’t work in the NFL because guys like Jerruh or Danny Boy could absorb those hits.  Max contracts could work but would limit earning power of truly elite guys like Mahomes and Rodgers.

That being said, unlike the NBA there are teams in the NFL that don’t come close to spending up to the cap.  That’s a problem.

Typically, if a company has a problem of some sort, they generally have an executive of some sort be the spokesman, rather than the second shift supervisor.
Concerning a football team, the minimum-level guy to do that should be the GM. If it's more team-oriented rather than player-related, it should be the President or Owner.
