I dunno. Not really an answer. It depends on how a person looks at it.
I think that Woodson at 11.6M, Hawk at 6.5M, Finley and Picket both at 5.7M is not realistic going forward into the future.
Not to mention Driver and his 2.3M.
I just dont see TT paying these 5 guys a total of 31.9M
I see a CW and Hawk restructure and DD probably wont even be on the team next year.
Jennings is a very good WR, but he is not in the Tron or Fitz league.
I don't think he will get more than 9.5 or 10M on the open market.
I think if TT is even close to being competitive with his offer that 85 will be a Packers for the forseeable future.

This is all pure conjecture on my part, but I'm guessing YOTTO cries to his agent that Rodgers doesn't get him the ball enough, or isn't supporting him sufficiently away from the lights, which probably fueled these tweets.
